I've not seen Skidoo so I can't say! This was a tough year to decide a top horror movie because Night of the Living Dead and Rosemary's Baby are both damn near perfect. I have to give Night the edge though because of how groundbreaking and important it is, not just for the genre but also for independent film productions in general. Then there are a lot of other very strong contenders for 1968, which made even narrowing it down to 10 hard.
IMDb can't seem to decide on Spider Baby's release year. They used to have it as 1964 (the production year I believe), then 1968, now 1967... I hope it stays at 1967 because it easily stands out as one of the top 3 of that year. If it were in with this group it would probably be in the 6-10 section.

i could use it in '67. when you're considering MAD MONSTER PARTY, there's not much in reserve.
1967 is an incredibly weak horror year by 60s standards, perhaps THE worst. Two gems from that year that are often overlooked are Torture Chamber of Dr. Sadism, which has really amazing Gothic sets / atmosphere and other great stuff to offer, and Violated Angels, which is basically a depiction of the Richard Speck murders. I only have six films from 1967 rated three stars or above and that's pretty bad considering how generous I am with the ratings.

think i'll skip my 1967 list; aside from THE BRIDE WORE BLACK, & WAIT UNTIL DARK, i got nothin' for horror, and that ought to be the focus here.
Viy is good but falls short of great because it really drags at times. The special effects in it are truly amazing for 1967.
